AI governance, assurance and adoption strategy

Orbital Intelligence helps Australian organisations deploy AI with disciplined governance, clear accountability and defensible risk controls.

About Orbital Intelligence

Orbital Intelligence is an independent advisory focused on decision-grade AI governance for Australian organisations.

We provide an evidence-based view of current AI capability and fit-for-purpose use cases, so leaders can prioritise where AI will deliver value now and where it will not.

We work with boards, executives and delivery leaders to establish operating models, policies and controls that stand up to audit, oversight and regulatory scrutiny, while enabling practical adoption across real business processes.

The result is AI that can be used, governed and explained with confidence.

Why Orbital

Most advisory firms sell capability at partner level and deliver it at graduate level. The pitch is compelling, the proposal is polished, and the moment the ink dries, the work is handed to a team you have never met. Senior oversight becomes an irregular check-in. While this protects margin, the quality of delivery is managed by hope.

Orbital Intelligence does not operate this way. Every engagement is led and delivered by the principal, supported by a small team of senior specialists engaged to match the scope. The person who defines the work oversees every stage of its delivery. There is a single point of accountability from first conversation to final deliverable, with no handoff to junior staff and no dilution of the expertise you were promised.

This model means Orbital will never be the largest advisory in the market. That is a deliberate choice, but means we can produce exceptional work that is delivered as agreed, on time, and to a standard that clients are willing to reference. Trust is earned through delivery, not presentation.

Principal

John Hoy — Principal, Orbital Intelligence

John Hoy is the founder and principal of Orbital Intelligence. He leads all governance and analytics engagements directly — this is a principal-led practice, not a delegated one.

John established Orbital after seeing the scale of unmanaged risk emerging from rapid AI adoption across government and industry: organisations deploying advanced systems without the governance, controls or decision structures to support accountable use.

He brings extensive experience in analytics, risk management, governance and large-scale delivery across complex public and private sector environments, with a practical focus on machine learning systems and applied AI research since 2016. He has designed and built proprietary analytics and decision-support applications from first principles, and has led the extensive build-out of Power Platform solutions — including Power BI reporting, data modelling and Power Automate workflow integration — for project-driven organisations.

John's work supports senior leaders operating under audit, regulatory scrutiny and public accountability, where decisions must be defensible, evidence-based and clearly owned. Orbital's approach aligns with international best practice including ISO/IEC 42001 and is designed for Australian legal and regulatory expectations.
